After some internal discussions and further testing of this issue, the way that you can limit levels from a drawing view is to open the drawingseed_architectural.dgnlib, for instance, turn off the unwanted levels by View display and not by Global Display. Create a new Saved View with "Create Drawing" checked on in the dialog box and name it whatever you like, then select "Create Drawing Model" and "Create Sheet Model" in the Create Drawing dialog box. OK. Then open your design model and use the Place Callout drawing seed that you created in drawingseed_architectural.dgnlib to place a new callout and create a drawing model. The unwanted levels should now be turned off in the drawing view model.
