Not sure I follow so a small question or two first Do you have one model only or a group of small models referenced into one? Do you have DV's created and do those look correct? If Yes - Do you have those DV referenced onto Drawing file (2d)  if it is 3d you will have issues Then the drawing files with  its annotations onto a sheet The process must be models - model - DV - Drawing Model with Annotations - Ref DM on to sheets (2d)
