Nope it is not reference scale.  As things are set you can reference in just fine and I measure fine but the dimensions were of by a power of 96.  I then changed the drawing so that it dimensioned properly but it was off by a power of 96 It turned out that the ACS is set to 1/8" and not 1:1 The person creating this started with a plan that they blow the sheet up on and then placed THIS means everyting is relative to the first drawing placed at 1/8"  So if you have details where most are 1/4" then you need another seed file.  If hte first drawing placed is a 1/16" plan you need another seed file.  then if you place that detail you first have to look what acs scale it has before you place it on the drawing because that drawing ou have one of many different acs scales. Just make all acs for all drawings 1:1 Not that the above not only messes with the dimension vs measurements but also text and dimension scaling and then the relation to every drawings you have.
